Georgia Sheriff Defends Flock Cameras as GBI Charges Five Officers with Misuse of the Same System

As conversation around Flock Safety cameras grows in communities across Georgia — a Georgia sheriff is speaking out in defense of the technology, even as five law enforcement officers in another part of the state face criminal charges for abusing it.

The GBI recently arrested five former Albany Police Department officers, charging them with Misuse of License Plate Data and Violation of Oath of Office after an internal audit revealed they had accessed the Flock system multiple times for personal, non-law enforcement purposes. That case has added fuel to an already active debate about whether the benefits of the technology outweigh the risks.

Houston County Sheriff Matt Moulton is pushing back on the criticism, making the case that when used properly, Flock cameras are one of the most valuable investigative tools available to law enforcement today.

“These cameras are not being used to monitor law-abiding citizens,” Moulton said. “They are investigative tools used to locate missing persons, recover stolen vehicles, identify criminal suspects, and provide leads in serious criminal investigations.”

Sheriff Moulton pointed to real cases in Houston County where the technology made a direct difference — including locating an elderly Alzheimer’s patient who wandered away in a vehicle, rescuing a teenager from a suspected sex trafficker whose criminal history included prior arrests related to trafficking, and solving a drive-by shooting that left bullet holes in a family’s home.

“These are not hypothetical scenarios,” Moulton said. “They are real incidents that have occurred right here in Houston County, Georgia.”

The sheriff also addressed concerns about privacy and public trust, urging residents not to damage or destroy the cameras and asking the community to consider the technology from a different perspective.

“One day, it may be your family member who is missing,” Moulton said. “It may be your vehicle that has been stolen. It may be your home that has been targeted by criminals. When that day comes, you will want every available tool at the disposal of law enforcement to help protect your family and hold offenders accountable.”

There has been a lot of discussion recently regarding the Flock Safety Camera System and its use by law enforcement agencies across our state and nation. I want to take a moment to explain why this technology is such a valuable investigative tool and how it has helped protect the citizens of Houston County.

Imagine your elderly mother or father, who suffers from Alzheimer’s disease, leaves home and becomes lost while driving. Time is critical. Investigators can utilize the Flock Safety Camera System to identify the vehicle, track its travel path, and quickly locate your loved one before they are injured or exposed to dangerous conditions.

Imagine your 15-year-old daughter begins communicating online with someone she believes is a friend. In reality, that person is a predator who convinces her to leave home. Investigators can utilize Flock technology to identify the suspect vehicle, track its movements across multiple jurisdictions, and safely locate both the predator and your child. In one real case, investigators discovered the suspect had a criminal history that included arrests related to sex trafficking. Because of this technology, a young girl was safely returned home before something tragic occurred.

Imagine being awakened at 3:00 a.m. by the sound of gunfire and bullets striking your home. Your family has just become the victim of a drive-by shooting. Investigators can utilize Flock cameras to identify the suspect vehicle, establish its route before and after the crime, and gather critical evidence that leads to the arrest and prosecution of those responsible.

These are not hypothetical scenarios. They are real incidents that have occurred right here in Houston County, Georgia. They represent only a small percentage of the cases that have been successfully investigated with the assistance of the Flock Safety Camera System.

It is important to understand that these cameras are not being used to monitor law-abiding citizens.
