The Georgia Bureau of Investigation is investigating the Macon-Bibb Industrial Authority.
The state law enforcement agency reports that an investigation was requested by Georgia Attorney General Chris Carr on March 2, 2020. Carr asked the GBI Perry Office to investigate allegations of theft, forgery, and false statements involving the Macon-Bibb Industrial Authority.
According to a news release issued on May 13, the GBI has now narrowed the focus of the investigation.
At this time, the primary focus of the GBI investigation will be the three companies used to complete work for the Macon-Bibb Industrial Authority. Those three companies are Armstead Management, Integrated Technology Consulting, and New Age Concepts and Consulting. The allegations are that work was not done; however, invoices for work were submitted and funds were paid to the companies reflecting that work was completed.
Local government ‘authorities’ are among the most difficult local government entities to audit as their limited and narrow focus usually deters participation from the public and most operate autonomously and independently of local and county officials.
