
Chattooga County has filed a civil lawsuit in Superior Court against Zentell Communications, LLC and Jonathan W. Allen, alleging breach of contract, fraud, and misrepresentation related to a communications services contract funded by federal ARPA dollars.
According to the complaint, Zentell Communications submitted a bid for the project, which was accepted by the county. The company was paid $333,265 for services reportedly rendered. However, the county claims that upon auditing the project, Zentell failed to provide necessary documentation for labor, materials, insurance, and bond compliance. The complaint further alleges that the work was not completed and that funds were misappropriated for personal benefit.
The lawsuit seeks to recover the contract funds, along with damages for misrepresentation and attorney fees. The county is asking for full accountability for the missing documentation and incomplete work, underscoring concerns about transparency and the use of public funds.
